How to charge?

There are two charging modes, i.e. (i) charging by designated bags/ designated labels, and (ii) charging by weight through "gate-fee". The applicable charging mode depends on the waste collection services used by the waste producers.

(ii) Charging by weight through "gate-fee"

1. Please select the type of waste you dispose of:

General Waste
Refers to all domestic waste or commercial and industrial waste, except oversized waste

Oversized Waste
Refers to oversized waste that cannot be wrapped in designated bags, e.g., large furniture such as dining tables, bookshelves or mattresses

2. Please select the waste collection service used by your premises:

collected by the refuse collection vehicles (RCVs) of the Food and Environmental Hygiene Department (FEHD) or its contractors

disposed of by waste producers themselves/ waste collection staff at the FEHD's refuse collection points (RCPs) (including bin sites)

collected by private waste collectors (PWCs) using RCVs with rear compactors

collected by PWCs using RCVs without rear compactors

Charging by Designated Bags

Property management and cleansing staff should ensure the waste is properly wrapped in designated bags before disposal at the following locations.

FEHD's bin sites


FEHD or its contractors’ RCVs
(including RCVs with or without rear compactors)


PWCs’ RCVs with rear compactors

Under the "charging by designated bags" arrangement, households/ tenants are required to wrap their waste properly in designated bags before disposing of it at the communal waste reception areas of relevant premises.

Charging by Designated Labels

Property management and cleansing staff should ensure each piece of oversized waste is affixed with a designated label before disposal at the following locations.


FEHD's RCPs


FEHD's bin sites


FEHD or its contractors' RCVs
(including RCVs with or without rear compactors)


PWCs' RCVs with rear compactors

Under the "charging by designated labels" arrangement, households/ tenants are required to affix a designated label on each piece of oversized waste before disposing of it at the communal waste reception areas of relevant premises.

A uniform rate of $11 per label

Each piece of oversized waste needs to be affixed with a designated label

Charging by Weight through "Gate-fee"

It is not required to wrap the waste in designated bags or affix a designated label on each piece of oversized waste

Waste will be charged by weight through "gate-fee" at landfills or refuse transfer stations

Before disposing of waste at landfills or refuse transfer stations, it is necessary to register for a "gate fee" account. Private waste collectors and waste producers can apply to the EPD for registration as an account holder.

Four urban refuse transfer stations (Island West, Island East, West Kowloon and Shatin) and the North West New Territories Transfer Station

Other refuse transfer stations and landfills
